... on the pledging loan and valuable articles
extracts from the organic regulation decided by the Town Council and approved by the Region of Brussels-Capital:

Depositor : 
The « Mont-de-Piété » is open to every person domiciled in Belgium or officially living in one of the E.U. countries who is a major or a liberated minor and has an identity document, its nationality and financial situation do not matter. 
Pledge : 
The person who asks for a loan must deposit as a guarantee a jewel,  an objet d'art or a decoration article with a value realizable in public sale that can allow a loan of minimum 30 €.
Property :  
The depositor must completely own the pledge he proposes. A written proof can be asked. During the whole loan time the pledged object remains the exclusive property of the depositor. 
Estimation :
The objects presented as pledges are valued by the experts of the « Mont-de-Piété ». The loans can not be superior to 70 % of the estimated value they can reach in public sale. 
Pawning : 
A receipt is given to the depositor and the amount is poured immediately. 
Charges :
The appraisal and pledge making-up charges are deducted from the lent amount. 
Term : 
The loans are made for an initial term of 180 days (+/- 6 months). 
Freeing : 
The borrower can free its pledge at any time against repayment of the lent money and reimbursement of the due interests, the rights and charges concerning its loan. 
Prolongation :  
The loans can be prolonged several times against payment of the due interests. 
The interests :  
Low interests calculated proportionally to the term of the loan are to be paid at the moment of either the reimbursement or the prolongation of the loan. 
Sale :  
If the interests are not settled at the expiry the « Mont-de-Piété » should sell the pledges in public sales. The depositor can ask that its pledges are voluntary sold one month after the pawning. 
Benefit : 
After the auction, the difference between the auctioning amount and the initial loan increased by the interests is totally in favour of the depositor and will be put at its disposal for two years. 

... on sales
The participation to the auction means the unconditional acceptance of the following sale conditions :

Only for the internal and computer needs of the Mont-de-Piété the registration of buyer’s identity is compulsory. The buyer has to present his official identity card preferably before the beginning of the sale but registration may still be done during the auction.

When they registered their identity, clients receive a plaque with a number that will be registered if they are the highest bidder. Each purchaser is considered to act for his own and is personally responsible for the payment of the lots he purchased. The numbered plaques remain property of the institution. If a plaque is damaged or not given back a lump sum of 15 € will be asked to the client.

The sale is public and it is an auction. The Direction of the institution reserves the right not to accept in the sale room or to let go out of this room each person who would trouble the good order or progress of the sale. The Direction allows her also the right to decline each bid, to split, to bring together or to withdraw lots without justifying her decision. The Director or his substitute is responsible for the sale operations and exercises the rights described here before. 

The successive overbids will normally be 10 % higher than the bid before. A lower overbid may exceptionally be accepted. The last highest bidder will be the purchaser and his client number will be registered in the official report of the sale. The purchaser has to pay the auction price of the lot immediately increased by 20 % for the costs. The payment has to be done, before the taking away of the lot, in cash or with a bankcard BANCONTACT, MISTER CASH, VISA or EUROCARD.  If the client does not pay immediately, the Direction of the institution may demand the payment of a deposit of minimum 30 % of the auction price increased by the costs.  If the purchaser can not do so, the lot will immediately be auctioned again. Bidding orders are accepted.

In case of mistake or immediate dispute, the lot will be put up for auction again. The proceeding registrar will take a decision without appeal about every disagreement that can occur about the bids during the auction.

 The information on posters and labels, in the catalogues, advertisings, brochures or each written documents from the Mont-de-Piété must be considered as simple indications that in anyway engage the responsibility of the institution.  No employee of the room is allowed to give garantees about this. Consequently the purchasers have to make sure by themselves before the auction of the nature of the lots and their physical state.  No single protest of any type will be accepted  once the auction has been pronounced.  The risks are for the purchaser as soon as the lot has been auctioned.  The buyer will however become owner once he has paid the whole price and charges. 

The buyers have to pay the possible balance and to take away their lots within 3 working days following the auction.  After that the room reserves the right, and this without formal demand, to put up again for sale the lots that have been paid but not taken away or to hold them at the buyer’s charges and own risk. Without any prejudice to payment proceedings towards the defaulting buyer the lots unpaid in the allowed payment period should be put up for auction on false bidding as soon as the Direction of the institution finds it right and the Mont-de-Piété may conserve the deposit. In this case the buyer will have to pay the possible price difference as well as any charges and expenses concerning the sales necessary to be able to auction the lot again.  He can not ask for the sum in excess if there is one.

In case of litigation the only competent courts are the Brussels ones.
